Is is normal for skin of labia to be sensitive and fragile?

You know how your vagina can become somewhat itchy when hair is beginning to grow back? Well for some strange reason, in the past few months, I end up breaking the skin quite easily when I go to rub the area of the base of the lips on the inside. It seems to me that the different skin texture has become fragile. When the skin breaks, it bleeds...and this has occurred consistently. What could be the cause?
