Hair growth! how do I grow the front half of it out?!?

So two summers ago i had long hair and decided to get my hair thinned because it was really thick. I immediately regretted after i got it done. my hair was ridiculously short, and even that it wasnt even cut right. It was short in some places and longer in others. NOW. my hair in the very back seems to be growing but the whole front part of my head of my hair isnt growing and my hair is constantly breaking. is there a way to make my hair grow longer?? My hair pretty much looks like a mullet right now and im trying to get it to look like a bob at least!!!
